He has two odd-shaped circle burns on the right side of his chest and was last seen wearing long blue pants with a red tag on the back, a Doggie striped short sleeved green shirt, and elastic belt w/trim, brown shoes and pinkish colored socks.

Circumstances - Louis came home from school and told his babysitter he was going to play with some friends two doors down from his home. Louis never returned home and has not been seen or heard from since.
